The Annual General Meeting of the Barbican Association 2022 took place on Thursday 14th April at the City of London School for Girls.

There’s a potential error in the minutes. It may be that they do have a specific acronym for the Lisvane report but normal TOM would be for Target Operating Model – basically who does what, where and for who.
That standard TLA would fit with the context.
